构建大建设体系提高建设管理水平构建“大建设”体系,是国家电网公司建设“三集五大”体系、转变公司发展方式中的重要环节。其核心是所有建设项目应按照标准化管理要求,建立“三横五纵”管理模式,执行国家电网公司及陕西省电力公司“三统一”(建设标准、管理流程、技术规范)、“四集中”(设计评审、建设队伍资信、结算监督、新技术应用)管理的相关制度和办法。
