低碳经济是以低能耗、低污染、低排放为基础的经济模式,是人类社会继农业文明、工业文明之后的又一次重大进步。低碳经济实质是高能源利用效率和清洁能源结构问题,核心是能源技术创新、制度创新和人类生存发展观。可持续发展是一项经济和社会发展的长期战略。其主要包括资源和生态环境可持续发展、经济可持续发展和社会可持续发展。
