公共管理的整个过程,本质上是调整和重构以利益和认同为核心的群际关系,是政策制定者-政策执行者-政策目标群体互依三角动态互动作用的结果。要提高公共管理的有效性,需要了解互依三角各自的文化社会角色。政策制定者坚持的是政治文化,政策执行者则坚持的是机会主义的策略文化,而政策的目标群体是国民文化。在三者互动过程中,只有进行正确和先进的文化选择,加强文化认同和整合的建设,同时适当地影响文化适应的心理机制,才能有效地建构文化互动和融合机制,保障公共管理从政策制定到政策执行最后到政策评价整个系统的有效和和谐。
The whole process of public administration is essentially to adjust and reconstruct the inter-group relations with the interests and identities as the core. It is the result of the dynamic interaction between the policy makers, the policy implementers and the policy target groups. To improve the effectiveness of public administration, we need to understand the respective cultural and social roles of the interdependent triangle.
