新课程改革以来,新的教育理念逐步被人们认同并接受,但在实践中,仍然存在诸多的管理制度与新的教育理念相互冲突的现象,表现为“理制矛盾”“理制脱节”和“理制错位”等,已成为进一步推动新课程实施的瓶颈所在。要推动新课程改革实现新突破,必须进行制度创新,在决策制度、教师管理制度、教学管理制度、评价制度及校本研修制度等方面进行符合新课程理念的制度创新与重建。
