目的:科学判断科技项目实施绩效,加强科技项目的管理,提高科技资源配置的有效性和投资效益。方法:采用现场调查与文献资料相结合等研究方法。结果:(1)2006年普通项目完成率为89.9%,2007年重大项目完成率为90.3%,2006年5451工程项目完成率为90.5%。(2)培养博士90人,硕士398人。(3)引进填补空白技术、换代技术和提高技术共32项。(4)发表SCI收录论文83篇;国际合作项目22项,国家级项目25项。(5)53项新技术的引进形成学科新的主攻方向,对学科具有带动作用的技术15项。(6)5451项目出国培训后已应用47项,技术的开展每年可使2 640名患者留在河南进行治疗,预期每年为患者减少费用2 814万元。结论:项目完成情况好,跟踪管理很重要。
Objective: To scientifically judge the implementation performance of science and technology projects, strengthen the management of science and technology projects, and improve the effectiveness of scientific and technological resources allocation and investment returns. Methods: Using field research methods combined with literature and other research methods. Results: (1) The completion rate of common projects in 2006 was 89.9%. The completion rate of major projects in 2007 was 90.3%. In 2006, the completion rate of 5451 projects was 90.5%. (2) Cultivate 90 doctors and 398 masters. (3) The introduction of a total of 32 blank fill technology, replacement technology and improve the technology. (4) Published 83 papers of SCI; 22 international cooperation projects and 25 national projects. (5) The introduction of 53 new technologies forms the new main direction of disciplines and has 15 technologies that have the leading role in disciplines. (6) After the 5451 project has been applied overseas, 47 programs have been applied. The technology will allow 2 640 patients to stay in Henan for treatment each year. It is estimated that the annual cost reduction for patients will be 28.14 million yuan. Conclusion: The project is completed, tracking management is very important.
