长期以来,面向企业和社会的安全生产宣传教育工作一直被认为主要是政府的职能,实践中也是靠政府有关职能部门直接组织和指导来开展的。随着国内安全生产宣教市场的发展,这种计划经济体制下形成的观念和行为方式正逐渐被新的思维和市场化运作所替代。各种因素所激发出来的且不断增长的市场需求吸引各种资源进入,催生出大量非政府的中介机构和企业,市场化趋势日益明显,安全文化产业化雏形日益清晰。本文作者试图借助多年来的实践体会和一些初步的思索,对安全生产宣教工作市场化和产业化趋势作一探讨。
For a long time, publicity and education on safety production for enterprises and the society have always been regarded as the main functions of the government. In practice, they are also directly organized and guided by the relevant functional departments of the government. With the development of the domestic production safety propaganda market, the concepts and behaviors formed under such a planned economy are gradually being replaced by new thinking and market-oriented operations. Inspired by various factors and the growing market demand to attract all kinds of resources to enter, giving birth to a large number of non-governmental intermediaries and enterprises, the increasingly obvious trend of marketization, safety culture, the embryonic form of increasingly clear industrialization. The author attempts to make use of many years of practical experience and some preliminary considerations to explore the trend of marketization and industrialization of production safety education.
