今年,农八师一二二团场党委大力推进医疗人事制度改革,实行医院内部科室项目经济指标承包,偿试性地建立了社区医疗服务网点,打破了旧的医疗人事制度和管理模式。一一二二团医院自1998年至1999年,在师(市)有关部门和团场党委的关心和支持下,加强了基础设施建设和各类制度建设,顺利通过了师(市)创甲达标验收,跨入一等甲级医院行列。但随着市场经济发展,医院仍使用在计划经济条件下的经营管理模式,诸多弊端明显地暴露出来,主要表现在四方面:一是人员严重超编。全院仅一年工资费用高达110多万元,使本来就负债近亿元的贫困团场更是不堪重负;二是科室设置过多。100张床位的利用率不足60%,医务人员和医疗设备闲置浪费;三是医务人员结构不合理,素质不高,影响了医疗水平的提高;四是管理体制不科学,医务人员积极性不高。此外,基层单位虽设有卫生室,但因设备
