改革开放前后,以邓小平为核心的中共第二代中央领导集体,为了破解“文化大革命”结束后干部队伍政治上不纯、年龄偏高、文化偏低的困局,着力探求建设一支与社会主义现代化建设相适应的干部队伍的方法和途径。在此过程中,干部队伍“四化”方针由初步提出、充分酝酿到正式形成,并正式成为新时期干部队伍建设的指导方针,这是中共第二代中央领导集体共同智慧的结晶。“四化”方针的提出和落实,培养造就了一批批高素质的干部队伍,不断推动改革开放和社会主义现代化建设事业取得新的成就,是中共第二代中央领导集体对中国特色社会主义事业的重要贡献。
