“少数民族高层次骨干人才计划”是为解决我国西部地区和欠发达民族地区高层次人才紧缺的问题,由中央多个部门联合实施的一项人才培养计划。根据“定向招生、定向培养、定向就业”的原则,要求学生入学前必须和省(市、区)教育部门签订定向协议,毕业后必须回定向地区或单位连续服务至少5至8年,就业政策由市场调节,自主择业。笔者经过调研发现,目前,各民族骨干生在就业的过程中存在着培养“过剩”、民族地区传统用人观念导致就业难以及大龄生陷入就业困境等问题。从以上问题可以看出,
The “Program of Key High-Level Key Talents for Ethnic Minorities” is a personnel training program jointly implemented by various departments of the Central Government to solve the problem of the shortage of top-level talents in the western and underdeveloped ethnic regions in our country. According to the principle of “directed enrollment, targeted training and directed employment”, students are required to sign a directional agreement with the education department of the province (city, district) before entering the school. After graduation, they must go back to the district or unit for continuous service for at least 5-8 years, Employment policies are regulated by the market and employ independently. After the survey, the author found that at present, there are problems such as “surplus” in cultivation, difficulty in employment due to the traditional concept of employing people in ethnic areas, and difficulties in getting older adults into employment. As can be seen from the above questions,
