近年来,我国地方政府逐步将部分就业服务职能委托给资质合格的就业服务机构,形成了多元参与的竞争性就业服务供给格局。然而,公共就业服务部门在服务委托机构的选择中往往是在公开的资质要求上作出主观选择,缺乏客观量化的评价方法,这就无法保证选择结果的合理性。本文从探讨不同类型的就业服务提供者的相对比较优势出发,建立供应商选择指标体系。运用直觉模糊集理论,将决策者给出的主观评价信息转化为直觉模糊数,构造公共就业服务外部购买的供应商选择的直觉模糊多属性决策模型,并结合案例说明该模型的有效性。
In recent years, the local government of our country gradually delegates part of the employment service functions to the qualified employment service agencies, forming a competitive employment service supply pattern with multiple participation. However, public employment service departments often make subjective choices on the qualifications of public service providers in the choice of service entrusting agencies, and there is no objective and quantitative evaluation method, which can not guarantee the rationality of the selection result. Based on the relative comparative advantage of different types of employment service providers, this article establishes the index system of supplier selection. By using intuitionistic fuzzy set theory, subjective evaluation information given by decision makers is converted into intuitionistic fuzzy numbers, and an intuitionistic fuzzy multi-attribute decision-making model of supplier selection for external purchase of public employment services is constructed. The effectiveness of the model is illustrated by a case study.
