美国《州际应急管理互助协议》(EMAC)以法律形式构建了一种跨州应急管理协作制度框架,成为当前美国国家应急管理体系中的一个重要组成部分,在应对和处置各种紧急或灾难事件中发挥着越来越重要的作用。EMAC构建的区域应急管理协作网络是构筑在互惠意愿与协作能力基础上,通过法制化手段,将精细化应急管理协作计划、网络化协调机构、整体化应急协作流程和政府间协同执行战略包容在制度体系中,体现出美国应急管理体系健全的特点,其经验值得我国政府学习和借鉴。
