近几年,文化产业在我国逐渐兴起,尤其在我国的“十五”计划中明确提出了建立科学合理、灵活高效的文化产业管理体制,完善文化产业政策,推动文化产业发展,这是第一次将文化产业纳入国民经济发展计划之中,说明文化产业在我国今后的经济发展中将占据重要的位置。文化产业作为朝阳产业,确实有着巨大的发展潜力,特别是随着人民生活水平的不断提高,对文化需求的日益旺盛,形成了巨大的文化产业市场。但任何产业的发展都需要遵循其自身的规律,文化产业也不例外。我国的文化产业刚刚起步,谈不上产业规模,与此同时,又面临入世的压力,如何应对这一挑战,是我们面临的严峻课题。加入 WTO 之后,虽然我国文化产业按规则还可实行5年的保护性措施,但时不我待,我们必须从现在起调整文化产业结构,制定文化产业政策,建立一套行之有效的文化产业管理机制,才可在全球化经济竞争的舞台上应对自如。他山之石,可以攻玉,借鉴别国的发展经验或许能让我们少走弯路,尽快壮大自己。在此,我们将重点介绍加拿大发展文化产业方面的管理经验——
