Starting with the analysis of the initial form of social security, the article begins by explaining why work-related injury insurance is the first issue involved in the political agenda of social legislation. Subsequently, the article analyzes in detail the conversion of early work-related injury insurance plans. By reviewing the development of dependency benefits in the workers’ compensation plan, the article points out that the principle of income in compensation has gradually replaced the principle of subsidy. Finally, the article points out that as the principle of no-fault is widely accepted, the coverage of work-related injury insurance in all countries will expand: from male workers to female workers.
