This comes from a speech delivered by President Hu Jintao on September 16 at the opening ceremony of the Fifth APEC Human Resources Development Ministerial Meeting. At the meeting, General Secretary Hu Jintao delivered the keynote address as “inclusive growth.” Since then, in a matter of two weeks, the concept has become the focus of everybody’s interpretation from the government circle to the scholars circle and from the enterprises to the general citizens.
