早在党的十五大(1997年9月)我们党就已经提出了一项非常重大的任务,也就是机构改革,而且不管是中央还是地方均在实行机构改革。公路管理体制改革最为其中的一项,是交通部门正在面对的一项重要工作。通常来说,公路管理体制一般可以分为三部分,也就是县乡公路、高速公路以及干线公路管理系统该三块。其中后两项的改革方案已经得到了基本的确立,但是县乡公路的改革方案还正在完善中,县乡公路怎样更好的改革是现在公路管理体制改革正在面对的一个问题。本文主要说明了当前县乡公路管理体制所存在的问题以及解决的方法。

One of the most important aspects of the reform of the road management system is an important task the transportation sector is facing. Generally speaking, the highway management system can generally be divided into three parts, that is, the county road, highway and trunk highway management system of the three. The latter two reform programs have been basically established, but the reform plan for the county and township roads is still being perfected. How the county and township roads can be better reformed is now an issue that the road management system reform is facing. This article mainly explains the existing problems of county and township highway management system and the solutions.
