一、调整经营体制。组建分局级的实业集团总公司目前,铁路的多种经营“小诸候”较多,人力财力分散,这不利于形成合力,对外竞争。因此,应该以分局为单位,组建实业总公司,将现有各种经济小实体重新按类划编为子公司,然后由总公司实行统一管理。各子公司享有一定的经济自主权,但必须在经营方向、产品结构,以及各种计划指标的制订落实上服从分局总公司统一领导。组建分局级实业集团总公司,对铁路多种经营至少有以下三点优越性:一是有利于实现专业化生产经营,提高生产水平和产品质量;二是有利于实现规模化生产经营,增强在社会市场的竞争力;三是有利于实现集约化生产经营,加速各经济实体的自身发展。
