上世纪末,我国面临正面临大量涌向城市的农民工的公民权利问题。对国家整体发展来说,经济增长需要这些农民工添油加料助力;对社会来说,这些外来人口的涌入不可避免地影响到现有城市人口的既得利益,同时农民工在文化上的独特性会挑战社会引以为豪的族群同质性。过去的十几年,随着制度转型阶段到来了,由此衍生的副产品与农民工进城发生相互作用,既影响新进城的农民工群体,又影响到已定居城市的居民和国家自身。人们从来都欢迎外来劳动力到城市来工作,但却很少或根本不愿意把他们视作有资格享受公民权的成员。本文通过对我国农民工的公民权利现状阐述、剖析,寻求农民工公民权的进一步保护和完善。
At the end of last century, our country is facing the issue of civil rights of peasant workers who are facing a large number of migrant workers flocking to cities. For the overall development of the country, economic growth needs the help of these migrant workers to add oil and feed; to the society, the influx of these immigrants inevitably affects the vested interests of the existing urban population while the migrant workers are culturally unique Sexuality challenges the homogeneity of ethnic groups that pride in society. Over the past decade or so, with the arrival of the institutional transition phase, the resulting by-products and migrant workers enter the cities to interact with each other. This not only affects migrant workers in new towns, but also affects residents who have settled in the cities and the state itself. People have always welcomed migrant workers to work in cities, but little or no hope of treating them as members eligible for citizenship. This paper elaborates and analyzes the status quo of civil rights of migrant workers in our country and seeks further protection and improvement of migrant workers’ civil rights.
