地区之间的经济发展、空间集聚及污染扩散都有可能会造成空间相关性和异质性,为了克服传统计量方法分析区域问题时产生偏误,本文构建了空间计量模型,采用2001—2012年间我国30个省市的工业行业面板数据实证检验了环境规制对工业行业技术创新的影响,研究表明:全国、东部地区和西部地区的环境规制强度对工业行业技术创新的影响呈现U型关系,即随着环境规制强度的由弱变强,对技术创新水平产生先降低后提高的影响,而在中部地区,环境规制与技术创新之间的关系呈现线性关系,没有统计意义上的显著U型关系。因此,我国应适当提高环境规制强度,灵活运用各种规制工具,加强环境规制政策与技术创新政策的交互,并根据地区特点制定差异化的环境规制政策,从而有效推动我国工业行业的技术创新能力。
Regional economic development, spatial agglomeration and pollution spread are likely to cause spatial correlation and heterogeneity. In order to overcome the bias caused by the traditional measurement methods to analyze regional problems, this paper constructs a spatial measurement model, using the 2001-2012 period The panel data of industrial sectors in 30 provinces and municipalities of our country empirically test the impact of environmental regulation on technological innovation in industrial sectors. The research shows that the influence of environmental regulation intensity in the whole country, the eastern region and the western region on technological innovation in the industrial sector presents a U-shaped relationship With the weakening of the intensity of environmental regulation, the impact on the level of technological innovation first decreased and then increased. In the central region, there was a linear relationship between environmental regulation and technological innovation, and no statistically significant U-shaped relationship . Therefore, our country should appropriately enhance the intensity of environmental regulation, make flexible use of various regulatory tools, strengthen the interaction between environmental regulation policies and technological innovation policies, and make differentiated environmental regulation policies according to the characteristics of the regions so as to effectively promote the technological innovation capability of China’s industrial sectors .
