尽管国际社会在妇女经济赋权的重要性上有所共识,并在诸如“北京行动论坛”和《世纪发展目标》等协议中有所表述,但实现这些目标的进展非常迟缓,有时甚至还有所倒退。世界经济论坛最近的一项研究表明,没有一个国家已经做到了消除妇女和男人在参与经济上的差异。即使那些在WEF的赋权指数表上分值很高的国家,一般也都是在妇女接受教育、医疗卫生和政治赋权方面做得较好,而不是在妇女的经济参与和就业机会上。尽管那些方面都是妇女赋权最重要的内容,但没有经济赋权就会功败垂成。INSTRAW对妇女经济赋权的研究和培训活动主要集中在三个方面:政策与决策;为确定和宣传好的做法而对经济计划和项目进行的检讨和分析;呼吁建立确定一个能够真正衡量妇女赋权的方法,其中包括经济政策和发展计划影响性别的数据。
Although the international community has reached consensus on the importance of womens economic empowerment and stated in agreements such as the Beijing Forum for Action and the Millennium Development Goals, progress towards these goals has been slow and sometimes even Still backwards. A recent study by the World Economic Forum shows that no single country has eliminated the economic disparity between women and men in their participation. Even countries that have high scores on the WEF’s Empowerment Index are generally better at womens education, health care and political empowerment than women’s economic participation and employment opportunities. INSTRAW’s research and training activities on women’s economic empowerment focus on three main areas: policy and decision-making; review and analysis of economic plans and projects for the identification and promotion of good practices; and call for the establishment of a system that identifies women who truly value women Ways of ownership, including gender-specific data on economic policies and development plans.
