在十六大召开之前，我们召开这次会议，有三个原因：一是两年没召开这样的会了，政府图书管理工作急需上下沟通情况，研究如何在新形势下加强出版管理工作；二是研究图书出版如何做好迎接、学习、宣传、贯彻十六大的工作；三是认真研究贯彻“两办”16号文件精神，推动出版改革?
Before the convening of the 16th CPC National Congress, we held this meeting for three reasons: First, we did not hold such a conference in two years. The administration of the government needed urgent communication of information and studies on how to strengthen the management of publishing in the new situation. Second, To study how book publishing can meet, learn, propagandize and carry out the work of the 16th CPC National Congress; third, to earnestly study and implement the spirit of the “two offices” document No. 16 and promote publication reform?
