本文先归纳出影响空管运行安全的21类因素,对50位空管运行人员进行调研访谈,整合出几位空管安全专家的意见并对每类因素进行赋值,其次将得出的每类安全因子权重值与目前局方收集到的232起空管人为因素危险源控制单进行对比,从而能有针对性地对影响空管安全的人为因素进行辨识,最后将概率安全评估方法与认知功能人因模型结合,考虑环境绩效条件对认知功能的影响权重,作出空管不安全事件概率安全评价,为后续有针对性地研究和预防人为差错危险源作铺垫。
This paper first summarizes 21 factors that affect the safety of ATC, investigates and interviewes 50 ATC operators, integrates the opinions of several ATC experts and assigns each type of factors, and secondly, The weight of safety factor is compared with that of 232 control lists of man-made hazards of ATC which are collected by the Bureau at present so that the man-made factors that affect the safety of ATC can be identified in a targeted manner.
