针对现阶段保障房项目运营难、管理难的现状,结合上海地区保障房项目的特点,从项目全过程统筹管理的视角,探讨保障房使用阶段的运营机制,提出从前期介入机制、使用阶段的经营机制、监管机制以及法律法规体系入手,应对当前保障房建设和运营“双轨制”所造成的问题。
In the light of the current situation of the protection of affordable housing project in current stage and the difficulties of management, combined with the characteristics of the affordable housing project in Shanghai, this paper discusses the operation mechanism of the affordable housing during the whole phase of the project from the perspective of overall management of the project. Operating mechanism, regulatory mechanism and laws and regulations to start with the current protection of housing construction and operation “double-track system ” caused by the problem.
