随着农村改革的不断深入,各地农村纷纷进行村组撤并,建立新的村组区划。据调查,村组撤并后,农民对新的村领导班子有“五盼”: 一盼新村领导班子尽快融为一体。新的村是由过去两、三个行政村合并起来的,原来行政村党员的思想动态、群众的内在要求、经济发展水平以及其它各项工作基础各异,而新村的领导班子又是从原来的村组干部中调选出来的,这就要求新村领导班子成员打破过去的村组界限,缩短工作磨合期,尽快融为一体,熟悉新村的情况,根据实际,迅速开创新村工作新局面。
