国有企业改革是我国经济体制改革的中心环节,也是改革的重点和难点,更是改革成败的关键。在国有企业改革的问题上,党的第三代中央领导集体在总结以往经验的基础上积极探索、不断深化,确立了建立现代企业制度的改革方向,在改革思路上作出了战略性的调整,在改革理论上作出了重大的突破,在改革方法上作出了崭新的尝试,并在亚洲金融危机和国内通货紧缩的情况下完成了国有企业三年脱困与改革的阶段性目标。通过这些努力,国有企业实现了脱胎换骨的变化,由传统计划经济体制下的生产单位转变为社会主义市场经济条件下的市场主体,实现了公有制与市场经济的有机结合,初步构建起社会主义市场经济的微观基础。
