通过对中国卫生系统的财力、人力和设施资源的全面盘点,可以发现中国的卫生资源供给相对于经济发展水平来说并不低。尽管一部分有病不医的行为是合理的,但中国未满足医疗需求问题的普遍性和严重性是客观存在的。有效需求全面严重不足的根源既不是资源总量短缺,也不是局部供给不足,相反,供给相对过剩还可能加剧了“看病难、看病贵”的问题。问题的症结在于卫生改革的思路存在严重偏差,纠偏的主要对策应该包括适当增加政府卫生投入、增强基层机构的服务能力、实现人人享有初级卫生保健,并加强对服务供方行为的监管和需方预期的管理。
