2005年3月23日,美国海军向国会提交了一份有关美国海军未来30年发展计划的报告。该报告是在海军作战部副部长约瑟夫·塞斯塔克的指导下,由海军水面作战论证中心论证起草的。海军部长戈登·英格兰为此报告专门致信国会。他指出,由于未对财政预算、工业基地配置以及全球反恐战争形势等诸多因素进行全面的量化分析,该计划仅是美国海军2035年前远景规划的一个“初期方案”,“最终的详细报告”于今年夏季出笼。
On March 23, 2005, the U.S. Navy submitted a report to Congress on the U.S. Navy’s plan for the next 30 years. The report was drafted by the Navy’s Surface Warfare Argument Center under the guidance of Joseph Sestak, the deputy chief of naval operations. Admiral Gordon England sent a special letter to the parliament for this report. He pointed out that the plan was only an “initial plan” for the long-term planning of the United States Navy by 2035 and that “the final detailed report” was not fully quantified due to many factors such as the budget, industrial base configuration and the global war on terror.
