1986～2006年从中央财政几乎没有专门针对西部农村基础教育的转移支付政策,对西部农村基础教育财政转移支付项目少且资金规模小,到中央财政加大对西部农村基础教育的转移支付力度和资金投入规模,新增不少专项转移支付项目并对西部农村地区实行政策倾斜,中央财政对西部农村基础教育转移支付政策的变迁经历了两个阶段。在这两个阶段中,中央财政对西部农村基础教育转移支付政策在实施中产生了相当的绩效,也出现了不少问题。
