东营市是一个淡水缺乏的城市,人均和耕地亩均占有当地水资源量不足全国均值的11.2%,全市90%以上的用水要依靠黄河补给。近些年来,黄河中上游实施了一系列规模较大的开发利用工程,致使该市来水更呈减少趋势,长期连续断流,给全市工农业生产、油田开发和人畜生活用水造成很大困难,特别是1992年和1997年百年一遇的特大夏旱,旱情更加严峻。因此,从当地实际情况出发,探索寻找解决黄河断流造成供需水危机的途径十分必要。1 气候特点和水资源状况 东营市属北温带半湿润季风气候区,具有明显的大陆性气候。降雨天数一般67~81天,多年平均降水量
