作业项目组管理法,即对一口作业井(主要是措施井)从措施批准实施开始,就成立相应的临时项目组,由措施主要提出人担任项目组组长,工艺负责人、大队成本预算员担任副组长,由物资站、油管队、作业队为成员,项目组组长负责本作业的整体实施,并对厂作业领导小组负责。同时,按照权、责对等原则,项目纽一经成立,项目组长即全面负责本项目的全过程管理,并具有以下权利和义务:①具有选择(或更换)作业监督人、作业队伍的权利;②具有项目结算最终审柱权;③具有决定作业是否返工的权利;④具有本项目组成员奖金分配权和其他配合单位的奖
