农村集体经营性建设用地“入市”具有重要的意义,它有助于提高农民财产性收入,有助于确保农业持续稳定增长,更有助于实现城乡均衡发展。推进农村集体经营性建设用地“入市”应在遵循与国有土地权利平等、坚持土地资源属性、国家干预最小化的基本原则基础上,重点从“入市”前准备和“入市”后收益分配等两方面做好工作。
