我国目前处在社会体制转轨过程中,社会活动中各种矛盾纠纷和涉法问题不断增加,信访工作承担的任务也愈加繁重。虽然当前信访工作体制建设总体趋势不断发展,可仍然面临诸多问题,往往造成无法及时解决信访案件,最终演变成群体性事件,严重影响社会稳定。面对实务中信访内容杂乱、信访机构错位、越位的问题,本文通过对上访群众所反映的问题进行系统、完善的分类,并提出合理的治理建议,使信访工作问题有规可循、及时化解社会矛盾,更好地完善信访这种利益诉求渠道。 At present, our country is in the process of social system transition.
