组织战略和方针展开的活动是将战略目标转化为战略规划,同时又将战略规划转化为预期的可测量的关键绩效指标,并分解落实到所有过程管理者和与过程有关的部门责任人,再由责任人分解落实到所有岗位的员工。战略和方针是自上而下在各层级上展开,上自组织最高管理者下至基层各岗位员工都应分解、落实、承担量化的指标。
