自1861年营口对外开港后,东北地区就由封建社会逐步沦为半殖民地半封建社会。反映在金融方面就是中外银行林立,中外货币参杂,币制极为混乱。这种金融状况实为中国各地金融史上所罕见。为改变这一状况,在“九·一八”日本帝国主义占领东三省以前,东北地方政府曾进行过几次整顿金融的活动。东北地区的金融混乱,不仅是经济问题,而且也是政治问题,还涉及到当时外国在中国的特殊权益。因此使整顿金融的活动变得更加复杂。本文试就东北地方政府进行的几次整顿金融的活动作一简述,以此勾勒出“九·一八”以前东北地方金融的大致演变过程,从一个侧面揭示东北地区是怎样沦为半殖民地半封建社会的。
Since 1861 Yingkou opened to the outside world, the northeast region gradually reduced from a feudal society to a semi-colonial semi-feudal society. Reflected in the financial aspect is that there are numerous Chinese and foreign banks, both Chinese and foreign currencies, and the currency system is extremely chaotic. This financial situation is actually rare in financial history across China. In order to change this situation, before the September 11 Occupy occupied the three northeastern provinces by Japanese imperialism, the northeastern local government conducted several activities to rectify the financial situation. The financial turmoil in the northeast region is not only an economic issue but also a political one. It also involves the special rights and interests of foreign countries in China at that time. Thus complicating the consolidation of financial activities. This article tries to give a brief account of several activities of the rectification of financial activities conducted by the local governments in northeast China to outline the general evolution of local finance in Northeast China before September 18th and reveal from one side how the northeast region became a semi-colonial Semi-feudal society
