农民占我国人口的绝大多数。作为社会的一个弱势群体,农民权益的保障至为重要。然而作为农民保障权益的重要制度——信访,却存在着诸多缺陷,本文试图从权利视角出发,在对信访的权利性质进行重新定义的前提下,从农民自身的特点出发,重构信访制度,以期能够更好的保护农民权益。 Peasants make up the overwhelming majority of our population. As a vulnerable group in society, the protection of farmers’ rights and interests is of paramount importance. However, as an important system for peasants to safeguard their rights and interests - petition, there are still many shortcomings. This article tries to reconstruct the petition system from the peasant’s own characteristics under the premise of redefining the nature of the petition from the perspective of rights, With a view to better protect the rights and interests of farmers.
