村干部的土地所有权认知是村庄农地制度秩序生成的重要因素,对农地流转纠纷的产生和抑制有着重要影响,而村干部不同的角色定位进一步使得他们对待自身认知的关注重点有所不同。作为上级政府的代理人,村干部们在采取行动时更顾及上级的利益而忽视农民的利益,农地流转纠纷由此增加。在社会关联度大的集体里(自然村),村干部更像是村民的监护人,因此小集体所有权认知能够抑制纠纷的产生;在社会关联度小的集体里(行政村),村干部更像是个人经营者,因此大集体所有权认知往往成为纠纷产生的重要原因。
The recognition of land ownership by village cadres is an important factor in the orderly formation of village farmland system, which has an important influence on the emergence and suppression of farmland circulation disputes. However, the different roles of village cadres further make them pay more attention to their cognition different.
