近年来,随着电力体制改革的不断深化,在电力供需矛盾逐步趋于缓和的形势下,供电企业作为自然垄断企业,其服务行为受到了社会各界越来越密切的关注。特别是用户受电工程中,由供电企业单方“指定设计部门、指定施工单位、指定供货厂商”的“三指定”问题已成为政府关注的重点、客户反映的焦点和供电企业治理的难点。如何寻求一个既能维护电力系统安全,又能平等对待市场主体的平衡点,营造一个健康、和谐、有序的用户受电工程建设市场环境,成为亟待监管部门和供电企业共同解决的一个新课题。文章着重介绍了厦门电业局在“三指定”专项治理实践中的一些典型经验。

This article mainly introduces some typical experiences of Xiamen Electric Power Bureau in “Three Specified” special governance practice.
