以系统辨识为基础,系统危险控制为核心,系统综合安全评价的现代化安全管理模式为评价参照系,运用安全控制论综合安全评价模型开展综合安全评价。 系统危险辨识是运用系统危险分析手段,发掘系统中存在的设计、施工遗留下的以及运行中暴露出的隐患。系统危险控制是提出控制措施,系统综合安全评价是依据系统的危险状况及控制能力,运用控制论评价模型,综合评价装置的安全水平,并提出对安全管理工作的建议。
Taking the system identification as the foundation and the system hazard control as the core, the modern safety management mode of the system comprehensive safety evaluation is the evaluation reference system, and the comprehensive safety evaluation is carried out by using the safety control theory comprehensive safety evaluation model. System hazard identification is the use of system risk analysis tools to explore the existence of the system design, construction left behind and hidden dangers exposed during operation. System hazard control is to put forward control measures. The system comprehensive safety assessment is based on the system’s dangerous condition and control ability. Using the cybernetics evaluation model, it evaluates the safety level of the plant synthetically and puts forward the suggestion on safety management.
