在社会主义市场经济条件下，施工项目计划管理体现了技术与经济的结合以及全员责任，它的实施是应用网络计划技术连续监控的过程，由此决定了现阶段施工项目计划管理的模式。作者结合近年来对公司直管工程建设项目的管理实践，将这种模式概括为“计量评审、编制下达、分解执行、监控调整”，并介绍了该模式的一些运行技巧。
Under the condition of socialist market economy, the construction project plan management embodies the combination of technology and economy as well as full responsibility. Its implementation is a process of continuous monitoring using network planning technology, which determines the mode of construction project planning management at this stage. Based on the management practices of the company’s direct-pipe project in recent years, the author summarizes this model as “metrological review, preparation, decomposition, monitoring and adjustment” and introduces some operating skills of the model.
