冷战体制解体、自民党一党优势体制崩溃后,日本进行了各种政治改革,传统统治机构的基本框架发生了重大变化。这种改革的方向性非常明确:以多数决原则推动日本政治的发展,即由“日本型民主主义”向“多数决型民主主义”转变。在国家统治阶层自上而下决定性的影响下,日本已经在多个层面具备了向这种方向转换的可能性。但日本社会的历史与传统及日本社会存在的容易引起政治分化的多个问题维度又给这种转换带来了某种不确定性。
After the collapse of the cold war system and the collapse of the one-party superiority system of the Liberal Democratic Party, various political reforms were carried out in Japan and major changes have taken place in the basic framework of the traditional ruling institutions. The direction of this reform is very clear: the development of Japan’s politics with the principle of majority rule is transformed from “Japanese-style democracy” to “majority-form democracy.” Under the decisive top-down influence of the ruling state of Japan, Japan has the potential to shift in this direction at various levels. However, the history and tradition of Japanese society and the multiple problems that easily lead to political differentiation existing in Japanese society have brought some uncertainty to this conversion.
