Integrated Circuit
China has applied for over 23,000 domestic patents on integrated circuits since 2008, said Ye Tianchun, head of the Institute of Microelectronics of the Chinese Academy of Sciences (CAS), on May 23.
Over the last nine years, the country also applied for more than 2,000 international patents on integrated circuits, often known as chips, according to Ye.
In 2008, the State Council, China’s cabinet, approved a major project on integrated circuits.
Since then, more than 30 Chinese-developed devices and products have entered the market, raising some of the country’s tech enterprises to world-leading levels, Ye said.
The project set the country’s business innovation on the right track, as China previously relied heavily on imported integrated circuit products, CAS offi cial Chen Chuanhong said.
“When our chips thrive, our economy will also prosper,” he added.
Satellite Investment
A fund of 160 million yuan ($23.3 million) was set up on May 23 to help the development of four space science satellites and advanced scientifi c research.
Jointly set up by the National Natural Science Foundation of China and the Chinese Academy of Sciences, with each side sponsoring half of the investment, the fund will be spent from 2017 to 2020.
The four satellites are the Dark Matter Particle Explorer Satellite, retrievable scientifi c research satellite SJ-10, a quantum communication satellite and a hard X-ray modulation telescope satellite.
The fund will support experiments such as exploration of dark matter particles, microgravity and space life science, satellite-ground quantum communication experiments, and observation of compact objects including black holes and neutron stars.
Panda Profiles
Sichuan Province on May 22 released statistics on the progress of its giant panda genetic profi ling project.
“Within the next fi ve years, the province aims to compile a database of the genetic diversity of more than 1,300 wild pandas,” said Gu Xiaodong from the provincial forestry department. So far the database includes genetic profi les of over 300 wild pandas.
The project, established in 2015, aims to provide detailed genetic information on the province’s wild panda population to assist with breeding programs aimed at increasing genetic diversity within the species.
Researchers monitor panda habitats, noting the common feeding and mating routes, distribution of eaten bamboo, footprints and feces, and collecting information to build a genetic profi le.
“We are able to extract DNA from panda feces collected in the wild,” Gu said.
The program has now expanded to 14 national reserves within the province from the 11 picked for the fi rst round of collection and analysis in 2015.
TCM Education
A pilot area for the internationalization of education on traditional Chinese medicine (TCM) was offi -cially launched in Nanchang, Jiangxi Province, on May 20.
A set of programs will be carried out, including the training of internationally oriented TCM professionals, as well as programs on international communication and cooperation in TCM education.
Under the programs, more foreign students and doctors will have a chance to receive TCM training in China, and TCM documents will be translated into more foreign languages. More Chinese programs on TCM knowledge and in foreign languages will be cultivated.
Wang Guoqiang, Vice Minister of the National Health and Family Planning Commissio n and head of the State Administration of TCM, said personnel training is a priority in promoting TCM abroad, which is an integral part of people-to-people exchanges under the Belt and Road Initiative.
Challenger Deep
China’s manned submersible Jiaolong dived into the “Challenger Deep” in the Mariana Trench, the world’s deepest known trench, on May 23.
The dive began at around 7 a.m. local time and reached a depth of 4,811 meters three hours later.
Tang Jialing, the chief crew member of the operation, said the dive took place at the steeper northern slope of “Challenger Deep” and Jiaolong navigated underwater for 2 to 3 km.
The mission was intended to test the submersible’s technical equipment, including its mechanical arms. Jiaolong also collected seawater samples, sediments, deep-sea organisms and rocks.
Expedition Commander Wu Changbin said Jiaolong surveyed the trench’s abyssopelagic zone, which remains in perpetual darkness, never receiving sunlight, to learn more about the adaptive mechanisms of marine life in such an extreme environment. The submersible previously reached a depth of 7,062 meters in the Mariana Trench in June 2012.
Soil Standards
New soil quality standards for land used for farming and construction will be hammered out by the end of 2017, according to the Ministry of Environmental Protection (MEP).
MEP initiated the revision in 2014 as the current standards published more than 20 years ago are unable to keep pace with the changing situation.
“We have solicited public opinion three times since 2015 and are still working on it,” MEP offi cial Zou Shoumin said at a press conference on May 23.
The draft aims to classify soil remediation to meet the different needs of farmland and construction land, Zou said.
MEP is set to roll out an array of other norms for environmental quality and pollutant discharge during the 13th Five-Year Plan (2016-20) period, according to Zou, who cited standards in sea water quality, invehicle air quality, paint, pesticides and automobile exhaust.
China now has 1,753 national environmental standards.
“Generally speaking, the emission standards for air and water match those in developed countries in terms of the number of pollutants and strictness,” Zou said.
Bike Sharing
The Ministry of Transport began to solicit public opinion on May 22 on draft rules requiring local governments to better manage the bike-sharing business and arrange orderly parking.
The draft states that parking zones should be established around major transportation hubs, shopping areas and offi ce blocks, and the parking of shared bikes should be supervised and orderly.
It also requires construction of bike lanes and suggests the bikesharing sector should use real-name registration.
In addition, the rules forbid children under the age of 12 from riding shared bikes and ban shared electric bikes.
The bike-sharing business took off in big cities on the Chinese mainland less than two years ago. It allows riders to hire bikes for 1 yuan($0.15) per hour via a mobile app and drop them off wherever allowed.
The service has reduced traffi c congestion and cut auto emissions, though haphazardly parked bikes often block sidewalks, leading to complaints.
There were 18.9 million users of shared bicycles nationwide in 2016. The number is expected to hit 50 million by the end of this year.

SOEs’ Investment Fund
China Aerospace Science and Technology Corp. (CASC) has formed a fund of 150 billion yuan($21.8 billion) with a group of centrally administered state-owned enterprises (SOEs) to invest in emerging strategic industries.
The fund, with an initial pledge of 113.9 billion yuan ($16.52 billion), will target 3D printing, aerospace, biological medicine, clean energy, high-speed rail, IT, nuclear energy, power grids, quantum communication, robotics and shipping industries.
The investment fund was established to improve the SOEs’innovative ability to make breakthroughs in core technology, boost emerging industries and foster new driving forces for growth, and increase cooperation between the SOEs, said CASC Chairman Lei Fanpei at the fund’s establishment ceremony on May 16.
The sponsors include rollingstock maker CRRC, Industrial and Commercial Bank of China, Postal Savings Bank of China, Shanghai Pudong Development Bank and Beijing Municipal Government.
Home Prices Stabilizing
China’s property market in major cities continued to stabilize after authorities implemented a string of measures to contain price hikes, according to an offi cial survey released on May 23.
Of the 70 large and mediumsized cities surveyed, 30 cities witnessed a slower price rise year on year in April, up from 24 in March, said the National Bureau of Statistics (NBS).
A total of 31 cities witnessed a month-on-month price decline or a slower price uptick in April, said the NBS.
Among the 15 fi rst-tier and second-tier cities surveyed, nine cities saw a month-on-month price decline or fl at prices in April and fi ve saw price gains of less than 1.1 percentage points.
In Beijing, new residential house prices rose 0.2 percent month on month in April, while Shanghai prices fell 0.2 percent. House prices in Shenzhen, a southern metropolis neighboring Hong Kong, remained fl at.
Since October last year, the Chinese Government has implemented a slew of measures to cool fast growth in housing prices.
Controlling Insurance Risks
China’s insurance industry has kept its risks under control, with a sound solvency ratio, said the country’s insurance regulator. The industry’s comprehensive solvency adequacy ratio stood at 238 percent at the end of the fi rst quarter, well above the 100 percent requirement, said the China Insurance Regulatory Commission in an online statement released on May 23.
The core solvency adequacy ratio stood at 221 percent, also above the 50 percent requirement, indicating suffi cient core capital of companies to meet their obligations.
The risks in the industry are“controllable in general,” but authorities should not underestimate risks arising from particular areas, the statement said.
China’s fi nancial regulators have recently strengthened oversight and issued stiffer punishments to remedy shortcomings and promote effi ciency.
The insurance regulator will place further emphasis on the importance of risk control and strengthen the sector’s role of supporting the real economy, according to the statement.

Baidu announced on May 23 that it will provide its partners with artifi cial intelligence (AI) resources and technology to build a smarter and stronger alliance for shared growth. The Chinese IT giant will share its media resources, online data accumulation and analytical technology, advanced marketing techniques and large pool of advertisers with its partners, including online portals, smartphone makers and app developers, according to Baidu Senior Vice President Xiang Hailong at the annual summit for Baidu Union, an alliance framework for Baidu and its partners.
The Internet is just a “starter”while AI is the “main course,” said Robin Li, Baidu CEO and Chairman, adding that the era of enhanced communication between people and things has arrived, citing examples of voice-controlled smart home appliances and autonomous driving vehicles.
Li said that it is time to shift from“thinking mobile” to “thinking AI,”with more focus on technology and user experience.
Baidu has shared dividends totaling 40 billion yuan ($5.81 billion) in the past 15 years with its partners in the Baidu Union, with a record high of 14.2 billion yuan ($2.06 billion) shared in 2016.
Nuclear Power Unit Completed China National Nuclear Corp.(CNNC) announced that the construction of Unit 5 of the Fuqing nuclear power plant, which uses China’s Hualong One technology, was fi nally completed on May 25. As the next step, nuclear power equipment will be installed in the building. Hualong One is a third- generation reactor design developed by CNNC for both domestic use and overseas export, with demonstration projects initiated at home in May 2015 and abroad in August 2015.
“Since [construction of] the demonstration Hualong One reactor started in Fuqing, Fujian Province on May 7, 2015, its design, equipment manufacturing and construction have proceeded smoothly in accordance with our plan,” said Yu Peigen, CNNC Vice General Manager.
Since the Belt and Road Initiative was put forward in 2013, a series of cooperation projects have taken off in the associated regions. Among them is the fi rst Hualong One overseas project, which comprises two nuclear power plants in Karachi, Pakistan.
“So far, CNNC has reached cooperation intention with roughly 20 countries such as Argentina, Brazil, Malaysia, Saudi Arabia, Sudan, Egypt, Ghana, Algeria and Britain,”said Yu.

A joint venture between Volkswagen China and Anhui Jianghuai Automobile (JAC Motors) to make electric cars has been approved by Chinese authorities.
JAC Motors said on May 22 that the venture, with a total investment of 5 billion yuan ($726 million), will have the capacity of producing 100,000 electric cars annually.
According to the approval issued by the National Development and Reform Commission, models produced by the venture will be made and sold under a new brand and logo. The products will be sold to domestic and international markets.
The joint venture will use a production base owned by JAC Motors in Hefei, capital of east China’s Anhui Province.

APEC Achievements The 23rd Meeting of Ministers Responsible for Trade of the AsiaPacifi c Economic Cooperation was held in Hanoi, capital of Viet Nam, on May 20 and 21. The meeting saw fi ve major achievements, China’s Vice Minister of Commerce Wang Shouwen said to the press on May 21.
The achievements are speeding up regional economic integra- tion as well as development of a free trade area in the Asia-Pacifi c region; supporting the multilateral trading system; promoting trade interconnection; touching upon the promotion of sustainable, innovative and inclusive growth, as well as enhancing competitive edges of smalland medium-sized enterprises and innovation; and putting the “post-2020 vision” on the agenda.
China put forward a new concept of co-trading, co-building, and sharing for regional cooperation, and other proposals like comprehensively attaining a high-quality free trade area in the Asia-Pacifi c region, constructing comprehensive trading interconnection, creating a more inclusive global value chain in the region, and cultivating new sources of economic growth, said Wang.
The outcomes of the meeting closely correspond with the main proposals in the Belt and Road Initiative, and resemble the orientations put forward by China at the recent Belt and Road Forum for International Cooperation, Wang added.
