根据党的十五大精神,基于国民经济和社会发展对交通运输的客观需求,在分析我国交通现状的基础上,我们提出交通发展与改革的基本思路。 思路之一:在社会主义初级阶段,必须始终如一地抓住交通发展这个中心任务,经过几十年的不懈努力,实现交通运输现代化的奋斗目标。 实现交通运输现代化,大致需要经历三个发展阶段。 第一个阶段,从“瓶颈”制约、全面紧张走向“两个明显”(即交通运输的紧张状况有明显缓解、对国民经济的制约状况有明显改善)。如能保持“八五”以来的交通发展势头,这个目标到下世纪初可以实现。 第二个阶段,从“两个明显”到基本适应。这个目标争取到2020年左右实现。 第三个阶段,从基本适应到基本实现现代化。这个目标要在下世纪中叶即建国100周年的时候达到。 要完成上述交通发展的历史任务,必须从建设全国统一的综合交通运输网络体系出发,研究公路、水路交通发展战略和产业政策。
According to the spirit of the 15th Party Congress and based on the objective demand for transportation in the national economy and social development, on the basis of analyzing the current situation of traffic in our country, we put forward the basic idea of traffic development and reform. One of the ideas: At the primary stage of socialism, we must consistently grasp the central task of transport development and, through decades of unremitting efforts, achieve the goal of the modernization of transportation. To achieve the modernization of transportation, it generally needs to go through three stages of development. In the first phase, from the “bottleneck” restriction, the overall tension has shifted to “two obvious” (that is, the tense situation of transport has been obviously alleviated and the restriction on the national economy has been significantly improved). If we can maintain the momentum of traffic development since the Eighth Five-Year Plan, this goal can be achieved by the turn of the century. The second stage, from the “two obvious” to the basic adaptation. This goal is to be achieved by 2020 or so. The third stage, from basic adaptation to the basic realization of modernization. This goal must be reached by the middle of the next century, the 100th anniversary of the founding of our nation. In order to accomplish the above historical tasks of transportation development, we must start from the construction of a unified national integrated transportation network system and study the development strategies and industrial policies of roads and waterways.
