儒家的“君者,舟也;庶人者,水也。水则栽舟,水则覆舟,君以此思危,则危将焉而不至矣”(见《荀子·哀公》篇)是很有名的。明君如唐太宗讲过,而以“治国平天下”为己任的历代儒者,更是常讲的。即便是现在,也时常有人在讲。这话的意思很明白:君王自比为舟;而庶人,亦即百姓则比之为水。现在想来,这个“以舟喻君,以水比民”的话是很有一点诗意的。首先是“舟”与“水”虽有关联,但完全是两个不同的世界,舟是永远浮于水之上的,而水除了浮托着舟,是永远也不能进舟的——进了也要抽它
