“支持东北地区等老工业基地加快调整和改造”是党的十六大报告提出的一项重要内容。国家开发银行(以下简称开行)作为政府的开发性金融机构,充分发挥自身的独特优势,鼎力支持东北老工业基地的基础设施、基础产业、支柱产业以及高新技术产业的重大项目建设。在防范和化解风险的同时,努力帮助经营困难的国有企业走出困境,为区域经济的发展发挥了重要作用。 几年来,在确保“资金安全”的前提下,开行大量的资金“血液”源源不断地流向了电力、公路、城建、邮电、铁道等事关地方经济发展的“命脉”项目中。截至2003年6月底,国家开发银行在东北三省的贷款项目合同金额总计1495.45亿元,贷款余额为606.63亿元,涉及项目236个。 在开行资金的支持下,东北三省的基础设施建设近几年突飞猛进,大大改善了当地的投资环境。在公路方面,开行贷款支持建设了盘锦至海城、锦州至阜新、长春至拉林河、拉林河至哈尔滨、鹤岗至大连、长春至珲春的高速公路,以及吉林省公路网等。在机场和港口方面,开行贷款支持了沈阳桃仙机场、长春龙家堡机场、哈尔滨阎家岗机场以及大连港大窑湾区泊位工程的建设、改造或扩建。此外,开行还为大连市经济开发区建设、绥汾河口岸改造、哈大铁路电气化改造,以及东北三省部分城市的基础设施建设提供了 “Supporting the revitalization and transformation of the old industrial bases in the northeast region” is an important part of the report made by the party's 16th National Congress. With the support of the Bank, the infrastructure construction in the three northeastern provinces has made rapid progress in recent years, greatly improving the local investment environment. In terms of highways, CDB supported the construction of expressways from Panjin to Haicheng, Jinzhou to Fuxin, Changchun to Lalin River, Lalin River to Harbin, Hegang to Dalian, Changchun to Hunchun and the highway network in Jilin Province. In respect of airports and seaports, CDB loans have supported the construction, alteration or expansion of berths at Shenyang Taoxian Airport, Changchun Longjiabao Airport, Harbin Yan Jiagang Airport and Dayao Bay Area in Dalian. In addition, CDB also provided the construction of Dalian Economic Development Zone, the reconstruction of Suifenhe Port, the electrification of Ha-Da Railway, and the infrastructure construction in some cities in the three northeastern provinces
