职业教育与外部的结构主要体现在职业教育与普通教育、职业教育与产业企业的关系。承德职业教育与普通教育互通互融的框架体系还未建立,与产业企业合作缺乏深度与内生动力。提出建立定位合理、结构平衡的职业教育与普通教育的基本框架和融通渠道;建立专业考评机制、开发学分转换系统,促进职普互通和教育资源互补;建立创新激励机制、联动合作投标项目,促进职业教育与企业深度合作和创造内在需求点。
