1996年4月中旬,对于洛川水利人来说,这是一段值得纪念的日子。共和国水利部长钮茂生在陕西省程安东省长、王寿森副省长等一行的陪同下,来到了洛川——这座黄土高塬上的小县。在对这里的水利事业视察后,钮茂生兴奋地说:洛川是基层改革的方向;要把这一经验向全国推广！“洛川经验”诞生了。洛川一夜之间蜚声全国水利界。
In mid-April 1996, this was a memorable day for Luochuan water conservancy people. Niu Maosheng, minister of the Republican Water Conservancy, came to Luochuan, a small county on the Loess Plateau, accompanied by his provincial governor, Cheng Andong and Wang Shousen, vice governors of Shaanxi Province.
