军队规模的论证 ,是军队建设的一项基础性工作 ,也是军队总体结构构建的基础和主要依据。本文立足于战略层面 ,尝试性提出“以需求为核心”论证军队规模的基本步骤 ,即先判定需求和分解任务 ,后进行兵力计算和综合迭加 ,再进行费用及效能评估 ,选出最佳方案。在此基础上 ,本文就该方法运用中的难点及解决问题的方法和途径 ,以及当前和今后一个时期论证我军规模应重点把握的几个问题作了简要分析。 Argumentation on the scale of the armed forces is a basic work for army building and also the basis and main basis for building the overall structure of the army.
