面对复杂的国内外形势,推进社会管理体制创新成为执政党的重要抉择。在推进社会管理体制创新之前,几个基本问题有必要取得共识。第一,明确社会管理的内涵和外延是社会管理体制创新的基础和前提。第二,任何的体制、制度、政策都是基本理念的具体体现,这凸显了基本理念的重要作用,它们是社会管理体制创新的指导思想和价值观。第三,平衡机制的探索是社会管理体制创新的基本方向,就目前实践而言,在于寻求公共利益与私人利益、各利益集团之间、城乡之间、行业之间、区域之间等的平衡机制。第四,契约式社会管理的良好效果表明它或许是社会管理体制创新的基本方式和途径。
Faced with complicated domestic and international situations, promoting social management system innovation has become an important choice for the ruling party. Before promoting the innovation of the social management system, it is necessary to reach consensus on several basic issues. First, clarifying the connotation and denotation of social management is the foundation and premise of social management system innovation. Second, any system, system and policy are the concrete manifestation of the basic concepts. This highlights the important role of basic concepts and they are the guiding ideology and values of the innovation of the social management system. Thirdly, the exploration of the balance mechanism is the basic direction for the innovation of the social management system. For the current practice, it is to seek the balance between public and private interests, among various interest groups, between urban and rural areas, between industries and between regions mechanism. Fourth, the good effect of contractual social management shows that it may be the basic way and means of innovation of social management system.
