深化国有企业领导人员管理体制改革,建设一支高素质的企业经营管理者队伍,是国有企业改革与发展的重要环节,也是当前亟待解决的重大问题。带着诸多问题,课题组赴山东进行了为期七天的调研。本文在对调研期间了解到的基本情况、值得借鉴的经验等进行分析的基础上,就如何建立和健全与社会主义市场经济相适应的国有企业领导人选拔、培训、考核、奖励、监督制度等方面进行了若干思考,并提出了一些有针对性的建议。
Deepening the reform of the management system for the personnel of state-owned enterprises and building a contingent of high-quality business managers are an important part of the reform and development of state-owned enterprises and also a major issue that urgently needs to be resolved at present. With many questions, the research group went to Shandong for a seven-day research. Based on the analysis of the basic situation and experience worth learning from during the investigation, this paper discusses how to establish and improve the system of selecting, training, evaluating, rewarding and supervising the leaders of state-owned enterprises that fit with the socialist market economy. Some thinking has been done and some suggestions have been put forward.
