Increasingly severe smog and haze clothed most parts of northern China with a gray coat. Wind power generation with almost zero carbon emission should be given more and more attention. However, since 2010, the major wind farms in the northeast , Northwest and North China frequent large area of wind curtailment phenomenon. In 2012, China’s wind power grid-connected installed capacity was 60.83 million kilowatts, generating 100.4 billion kilowatt-hours, exceeding 982 billion kilowatts of nuclear power generation. Wind power has become China’s third largest power source after coal-fired power and hydropower. The reason for the curtailment of curtailment of wind power is mainly limited by the consumption of electricity and the bottleneck of power transmission and distribution capacity, which not only makes the wind power enterprises suffer huge losses
