实际工作中,人们习惯于把单位一把手在项目选择决策、资金调度处置、人事管理审批等方面实行一人审签决定的做法,称之为“一把手一支笔”。“一支笔”在当今社会已经成为一种比较普遍的现象,一分为二地看,“一支笔”有利也有弊,要兴利除弊,必须加强对一把手的有效监督。合理分权是克服“一支笔”弊端的关键只有通过合理分权,按照职责分明、责权一致的原则,将权力分解到相应的管理层次和管理幅度之中,“一支笔”弊端才能得到有效遏制。
